Lossless, but smaller
TIFF and PNG both keep every pixel exactly, and PNG compresses them. Converting a TIFF to PNG therefore gives the identical picture in a file that is much smaller and that every browser, editor and app can open. It is the right choice for line art, diagrams, scanned documents, screenshots and graphics with text.
Transparency is kept
If your TIFF has an alpha channel, the PNG gets the same transparent areas, so cut-out artwork stays cut out. Scans normally have none, and give an ordinary opaque PNG.
Photos: think about JPG
A scanned photo as PNG is still large, because PNG cannot compress photographic detail as well as JPG does. If you only want to share or show the picture, TIFF to JPG is far smaller, and TIFF to WebP smaller still. Use PNG when you need to keep everything: for editing, for archive copies that must open everywhere, and for line drawings.
