For software that predates WebP
WebP appeared in 2010, and a lot of Windows software, device firmware and tools are older or simply never added support. A BMP is the lowest common denominator that nearly all of them can load. This is the page for getting a WebP picture into such a program.
The background colour
WebP supports transparency, BMP does not. Transparent and semi-transparent areas are filled with the colour under Background, which starts at white. Choose the colour of the place where the bitmap will be shown to avoid a box around the picture. If the WebP has no transparency, as is true for most lossy WebP photos, the setting does nothing.
Size
A BMP holds 3 bytes for each pixel, uncompressed, so it will be many times larger than the WebP, which is both compressed and often lossy. A 1920 × 1080 image becomes around 6 MB. The bitmap does not look better than the WebP: it holds the same picture, including any compression artefacts.
Alternatives
Check whether the program accepts PNG first, because WebP to PNG keeps transparency and is far smaller. For JPG-only programs, use WebP to JPG. When the target is an embedded display or retro tool with fixed dimensions, resize first with shrink image or enlarge image.

Why is the BMP so much bigger than the WebP?
WebP is compressed and a BMP is not. The BMP stores about three bytes for every pixel.
What happens to transparent areas?
They get the background colour set in the options. Pick the colour of the surface where you will use the BMP.
Does the BMP look better than the WebP?
No. It shows the same picture. A lossy WebP's artefacts are copied along.
